VISION

Lupon will be a peaceful, healthy, self-reliant and progressive community where people actively participate in the task of effecting sustainable development while maintaining a quality environment.

MISSION

To efficiently and effectively deliver basic services making Lupon a better place to live in where people enjoy a better quality of life.

GOALS

1. Generate more employment opportunities by encouraging investments from the private sector within and from outside Lupon;
2. Increase household income by instituiting livelihood programs/projects and by encouraging entrepreneurship through giving assitance in capital generation;
3. Provide infrastructures that will safeguard the health of and maintain sanitation in the community and facilitate the marketing of farm produce;
4. Establish a community college for poor but deserving students;
5. Declare the DONCAMAR as a reserved area to protect the LGU's watershed and to prevent the dislocation of tribal minorities; by protecting the forest;
6. Install a zero solid waste management program for the maintenance of sanitation and for flood prevention; and
7. Increase agricultural productivity by instituting a support program, which will enable farmers to recoup losses due to pest infestations and natural calamities.
